Congo-Brazzaville PCEC Programme Update: Inter-Ministerial Decree Reinforces PCEC Programme

On March 21, 2024, the Minister of state also Minister of commerce, Consumer affairs and trade, along with the Minister of Economy and Finance and the Minister of Industrial Development and Promotion of the Private Sector have issued an inter - ministerial decree 5209 mentioning the following:
Article 1: The Congolese Conformity Assessment Program (PCEC), responsible for verifying the conformity of goods before shipment to the Republic of Congo, will resume operations on March 19, 2024.
Article 2: Presentation of the certificate of conformity is mandatory for all shipments to the Republic of Congo. This measure applies to goods with an FOB value of 1,000,000 FCFA or more.
Article 3: The Director General of the Congolese Agency for Standardization and Quality (ACONOQ), the Director General of Customs and Indirect Rights, the Director General of Lower Trade, the Director General of Foreign Trade, the Director General of the Single Window for Cross-Border Operations, the Director General of the Congolese Shippers' Council, are each responsible for the execution of the present order.
Article 4: All previous provisions contrary to this decree are abrogated.
Therefore, the Decree confirms the mandatory application of PCEC programme and that a mandatory Certificate of Conformity is requested for all goods with a FOB value of CFAF 1,000,000 or more (approx. 1 524 euros).
